Training the Next Generation of Tennessee Prosecutors

In 2013, Randal attended the inaugural Tennessee District Attorneys General Conference Trial Advocacy School in Memphis. The following year, he was invited back as faculty — the only prosecutor from the 31st Judicial District ever to serve in that role.

For 13 consecutive years, he has returned to the Cecil C. Humphreys School of Law to teach trial skills to prosecutors from across Tennessee. The same preparation, discipline, and commitment he brings to Memphis every year is what he will bring to the District Attorney’s Office every day.

This is Home.

Randal’s wife, Christi, and her family have been part of the Warren County community for generations. Their fathers  graduated from high school together. Christi’s mother had a weekly hair appointment with Randal’s grandmother for years — two families connected long before Randal and Christi ever met.

Randal and Christi married at Shellsford Baptist Church in December 1998. After time in Chattanooga and Manchester, they came back to Warren County in 2006 to put down roots and stay.

Twenty years later, those roots run deep. They still live in the Newtown home where they raised their boys. Christi co-owns McMinnville Physical Therapy, now in its 15th year, and they worship at Bates Hill Cumberland Presbyterian Church in Centertown.

Randal Gilliam is running for District Attorney General because this is his community and his home — and because he is committed to protecting both.

Disciplined Charging

The authority to charge a crime is one of the most serious powers entrusted to a District Attorney. It must be exercised deliberately, ethically, and without exaggeration. Charging decisions should reflect the evidence — no more, no less.

Every case presented to a Grand Jury must meet four standards:

1. A thorough investigation has been conducted.

2. The charge is supported by proof beyond a reasonable doubt.

3. All viable defenses have been identified and considered.

4. The charge reflects the true nature of the crime.

Overcharging cases that cannot be proven wastes resources, burdens courts, and forces victims to relive trauma in proceedings that should never have been brought.

Justice is not measured by the number of indictments returned or convictions secured. It is measured by whether the right charge is brought at the right time, supported by the right evidence.

Experience and Commitment.

Before Randal Gilliam became a prosecutor, he spent years building the habits that matter most in a courtroom — careful investigation, disciplined analysis, and sound legal judgment. His earlier career included civil litigation, child protection work representing Tennessee's Department of Children's Services, corporate counsel work, and service as Assistant General Counsel for the Tennessee Regulatory Authority.

When he became a prosecutor in 2005, everything those years of experience had built came into focus. He'd found the work he was meant to do.

In 2022, he joined the 13th Judicial District and was assigned exclusively to felony child abuse cases — including homicides and the most severe cases of child sexual and physical abuse. This work demands the same preparation, discipline, and commitment to justice he will bring to the District Attorney's Office every day.
